14000 1 ICPSR 9953 Page 15 ATTACHMENT 3 Definitions Of Selected Terms A discussion of the terms and classifications used in this file is presented below. These terms are grouped in the following categories: Governmental Units and Types of Governments, Subject Matter Concepts, and Governmental Functions. GOVERNMENTAL UNITS AND TYPES OF GOVERNMENTS GOVERNMENTAL UNITS. A government is an organized entity whose governmental character is evidenced by popular election of the officials or their appointment by public officials, a high degree of public accountability, and the power to raise revenue to provide authorized services. In addition, a governmental unit must have sufficient discretion in the management of its own affairs to distinguish it from the administrative structure of any other governmental unit. (1) FEDERAL GOVERNMENT. The term Federal, as used in this report, encompasses all civilian employees and payrolls of the U.S. Government but excludes the uniformed employees and payrolls of the armed forces. District of Columbia data are excluded from this category and included with data for municipalities. STATE GOVERNMENTS. This category refers to the governments of the 50 States which constitute the United States. LOCAL GOVERNMENTS. The Bureau of the Census classifies local governments by five major types-county, municipal, township, school district, and special district. The following is a brief discussion of each type of local government. COUNTY. Organized county governments are found throughout the Nation except in Connecticut, the District of Columbia, Rhode Island, and limited portions of a few other States. These governments are legally designated as "boroughs" in Alaska and "parishes" in Louisiana. Excluded from county government statistics and included with municipalities or townships are certain local governments that combine area and governmental characteristics of both counties and municipalities or townships. MUNICIPAL. A municipality is a political subdivision within which a municipal corporation has been established to provide general local government services for a specific population concentration in a defined area. A municipality may be legally termed a city, village, borough (except in Alaska), or town (except in the New England States, Minnesota, New York and Wisconsin). Included in this category 1 Page 16 ICPSR 9953 are certain cities that are completely or substantially consolidated with their county governments, operate outside the geographic limits of any county, or for other reasons have no organized county government operations within their boundaries. Comprising this group are the following: Anaconda, Anchorage, Baltimore, Baton Rouge, Boston, Butte, Carson City, Columbus (GA), Denver, Honolulu, Houma (LA), Indianapolis, Jacksonville, Juneau, Lexington (KY), Nashville, New Orleans, New York, Philadelphia, St. Louis, Sitka, San Francisco, and Washington, DC, as well as the "independent cities" in Virginia. Nantucket, MA, is included with townships. TOWNSHIP. Township governments, as distinguished from municipalities, are created to serve inhabitants of areas defined without regard to population concentration. This classification is applied to local governments in 20 States, including governmental units officially designated as "towns" in the six New England States, New York, Wisconsin, some "plantations" in Maine, and "locations" in New Hampshire. In Minnesota, the terms "town" and "township" are used interchangeably with reference to township governments. SCHOOL DISTRICT. There is a marked organizational diversity in the types of governmental units that provide for the operation of public schools. School districts, which are governmetal entities that are fiscally and administratively independent of any other government, are found in all but five States (Alaska, Hawaii, Maryland, North Carolina, and Virginia) and the District of Columbia. Dependent school systems are administrative agencies of other governments (States, counties, municipalities, and townships) and are not counted as separate governemtal entities by the Bureau of the Census. Dependent school systems are found exclusively in the District of Columbia and the five States noted above and also exist in 12 other States. SPECIAL DISTRICT. Special districts are local governmental units created to provide specific services that are not being supplied by other governments. These governmental units are known by a variety of titles including districts, authorities, boards, and commissions. A majority of special districts are established to perform a single function, but some have been given authority to provide several, usually related, kinds of services. SUBJECT MATTER CONCEPTS EMPLOYMENT AND EMPLOYEES. Employment, as used in this file, refers to all persons gainfully employed by and performing services for a government. Employees include all persons paid for personal services performed, including persons paid from federally funded programs, paid elected officials, persons in a paid leave status, and persons paid on a per meeting, annual, semiannual, or quarterly basis. Unpaid officials, pensioners, persons whose work is performed on a fee basis, and contractors and their employees are excluded from the 1 ICPSR 9953 Page 17 count of employees. Full-time employees are defined to include those persons whose hours of work represent full-time employment in their employer government; part-time employees are those persons who work less than the standard number of hours for full-time work in their employer government. FULL-TIME EQUIVALENT EMPLOYMENT. A computed statistic representing the number of full-time employees that could have been employed if the reported number of hours worked by part-time employees had been worked by full-time employees. This statistic is calculated separately for each function of a government by dividing the "part-time hours paid" by the standard number of hours for full-time employees in the particular government and then adding the resulting quotient to the number of full-time employees. OCTOBER PAYROLL. Payroll amounts shown in this file represent gross payrolls for the one-month period of October 1989. The gross payroll includes all salaries, wages, fees, or commissions paid to employees during the pay period which included the date of October 12, 1989. Payroll amounts reported for a period other than one month were converted to represent an amount for the month of October. GOVERNMENTAL FUNCTIONS Employment and payrolls of governments are classified according to the major function or activity of the agency, office, or other organizational entity in which the individual is employed. The following is a brief description of each functional category used in this report. AIR TRANSPORTATION. Operation and support of publicly operated airport facilities. ALL OTHER AND UNALLOCABLE. This classification represents all activities not individually specified. CORRECTION. Activities pertaining to the confinement and correction of adults and minors convicted of criminal offenses. Pardon, probation and parole activities are also included here. ELECTRIC POWER. Activities associated with the production or acquisition and distribution of electric power. ELEMENTARY AND SECONDARY EDUCATION. All activities associated with the operation of public elementary and secondary schools and locally operated vocational-technical schools. Special education programs operated by elementary and secondary school systems are also included as are all ancillary services associated with the operation of schools, such as pupil transportation and food service. Instructional employees includes not only classroom teachers, but also principals, supervisors of instruction, librarians, teacher aides, library aides, 1 Page 18 ICPSR 9953 and guidance and psychological personnel. Other employees includes all persons not included as instructional employees (e.g., school superintendents and other administrative personnel, clerical and secretarial staffs, plant operation and maintenance personnel, health and recreation employees, transportation and food service personnel, and any student employees). FINANCIAL ADMINISTRATION. This function includes activities concerned with tax assessment and collection, custody and disbursement of funds, debt management, administration of trust funds, budgeting, and other governmentwide financial management activities. This function is not applied to school district or special district governments. FIRE PROTECTION. This classification is applied to local government fire protection and prevention - activities plus any ambulance, rescue, or other auxiliary services provided by the fire protection agency. Volunteer firefighters, if remunerated for their services on a "per fire" or some other basis, are included as part-time employees. The subcategory of firefighters shown in this report includes personnel trained and/or engaged in fire suppression and prevention. GAS SUPPLY. Local government activities associated with the acquisition of gas supplies and distribution to individual consumers. HEALTH. Administration of public health programs, community and visiting nurse services, immunization programs, drug abuse rehabilitation programs, health and food inspection activities, operation of out-patient clinics, and environmental pollution control activities are included in this classification. HIGHER EDUCATION. This activity includes State and local government degree granting institutions which provide academic training above grade 12. Instructional employees includes persons engaged in teaching and related academic research as well as teachers at hospitals and agricultural experiment stations and farms. Noninstructional employees at hospitals operated by higher education institutions and serving the general public are excluded here and included in the "hospitals" function. Agricultural extension services employees and noninstructional employees at agricultural experiment stations and farms are also excluded from this category and included in the "natural resources" function. HIGHWAYS. Activities associated with the maintenance and operation of streets, roads, sidewalks, bridges, tunnels, toll roads, and ferries are included at this function. Snow and ice removal, street lighting, and highway and traffic engineering activities are also included here. HOSPITALS. This category includes only government operated medical care facilities which provide in-patient care. Employees and 1 ICPSR 9953 Page 19 payrolls of private corporations which lease and operate government owned hospital facilities are excluded. In hospitals associated with government operated medical schools, the instructional staff are included under "higher education" and all other hospital employees are included in this category. HOUSING AND COMMUNITY DEVELOPMENT. The operation of housing and redevelopment projects and other activities to promote or aid housing and community development are included in this category. JUDICIAL AND LEGAL. This category includes all court and court related activities (except probation and parole activities which are included at the "correction" function), court activities of sheriffs offices, prosecuting attorneys' and public defender's offices, legal departments, and attorneys providing governmentwide legal services. LIBRARIES. This classification applies only to libraries operated by local governments for use by the general public. School and law libraries are included in the "elementary and secondary schools" or "higher education," and "Other government administration" categories respectively. NATIONAL DEFENSE AND INTERNATIONAL RELATIONS. Federal Government activities associated with national defense and international relations, including primarily the Departments of Army, Navy, and Air Force; Department of State; U.S. Information Agency; and the Defense Logistics Agency. Defense related activities of State and local governments, including National Guard and civil defense, are classified at the "all other and unallocable" category. NATURAL RESOURCES. This function includes activities primarily concerned with the conservation and development of natural resources - forest fire prevention and control, flood control, irrigation, drainage, land and forest reclamation, fish and game preservation and control, soil conservation, forestry, agricultural aids and research, agricultural development and inspection, and mineral resources activities. OTHER EDUCATION. State government activities relating to the supervision and regulation of public and private elementary and secondary schools; programs and institutions for the training of blind, deaf, and other handicapped persons; and vocational rehabilitation. OTHER GOVERNMENTAL ADMINISTRATION. This category relates to the legislative and governmentwide administrative agencies of governments. Included here are overall planning and zoning activities, central personnel and administrative services, the office of chief executive, and legislative activities. This function is not applied to school district or special district governments. 1 Page 20 ICPSR 9953 PARKS AND RECREATION. Government activities which include the operation and maintenance of parks, playgrounds, swimming pools, public beaches, auditoriums, public golf courses, museums, marinas, botanical gardens, and zoological parks. POLICE PROTECTION. All activities concerned with the enforcement of law and order, including coroner's offices, police training academies, investigation bureaus, and local jails, "lockups," or other detention facilities not intended to serve as correctional facilities. The subcategory of police officers includes only persons with the power of arrest. POSTAL SERVICE. The United States Postal Service. PUBLIC WELFARE. Included in this category are such activities as the administration of various public assistance programs for the needy, operation of homes for the elderly, indigent care institutions, and programs which provide payments for medical care and other services for the needy. Health care and hospital services provided directly by a government, however, are included in the "health" and "hospital" functions rather than here. SEWERAGE. This function includes the provision, maintenance and operation of sanitary and storm sewer systems and sewage disposal and treatment facilities. SOCIAL INSURANCE ADMINISTRATION. This category includes the administration and conduct of social insurance programs. For State governments, these activities include unemployment compensation and worker compensation programs, work/study programs, and determination of eligibility for Federal Old Age, Survivors, Disability, and Health Insurance (Social Security). Federal activities in this category are primarily those performed by the Social Security Administration and the Pension Benefit Guarantee Corporation. SOLID WASTE MANAGEMENT. Refuse collection and disposal, operation of sanitary landfills, and street cleaning activities. SPACE RESEARCH AND TECHNOLOGY. Federal space activities, primarily programs of the National Aeronautics and Space Administration. STATE LIQUOR STORES. This category includes the administration and operation of liquor stores by State governments. TRANSIT. Included at this category are activities relating to the operation and maintenance of public mass transit systems (e.g., bus, subway, surface rail, and street railroad systems). Elementary and secondary school transportation systems are included in the "elementary and secondary schools" function. WATER SUPPLY.
